 ASA Youth Awards
 Siraj
      Mahmudov
 
 
   Siraj Mahmudov obtained his bachelor's
      degree in Public Administration from Gafgaz University in 1999,
      attaining the highest GPA among the school's 1998-99 graduates.
      In 2000, he won the Muskie FSA Graduate Fellowship to study in
      the United States. 
 He is currently pursuing a master's degree in Social & Public
      Policy with a concentration on Policy Analysis & Administration
      as well as a Certificate in Conflict Resolution from Duquesne
      University in Pittsburgh while also taking courses at Carnegie-Mellon
      University and the University of Pittsburgh.
 
 Siraj helped establish the ASA chapter in Pennsylvania, donated
      books on refugees to the libraries in Pittsburgh and helped to
      organize a presentation on "Azerbaijan: Ten Years of Independence."
      He has assisted the Azerbaijani Embassy with the analysis of
      various aspects of foreign policy as related to Azerbaijan and
      the region, participating in various Washington-based seminars
      and similar events and updating the economic section of the country
